This Regular Public Meeting of the Bailey Town Board of Commissioners was held at Bailey Town Hall on June 23, 2026, at 6:30 PM.

The following Board members were present: Mayor Owen H. Strickland II, Mayor Pro Tempore/Commissioner Walter Wells, and Commissioners Richard Wilson, Dillon Bissette, Ervin Powell, and David Evans.

Also present: Town Administrator/Clerk/CFO Joel Killion, Police Chief Adam Gelo, and Town Attorney Nick Berry.

Mayor Strickland started by re-opening the Regular Public Meeting of the Bailey Town Board of Commissioners held on June 15, 2026, called the meeting to order, and welcomed everyone.

He then asked the Board of Commissioners if it wished to proceed to the Discussion and Vote on the Proposed 26/27 Fiscal Year Budget for the Town of Bailey. The Board concurred.

Mayor Pro Tempore/Commissioner Wells resumed the conversation regarding the $10,000 donation to the Country Doctor Museum. He stated that Commissioner Evans had about $8,300 in his Economic Development/Long-Range Planning budget in the current 25/26 fiscal year budget that he could contribute toward the donation.

Administrator Killion then added that Police Chief Gelo had offered around $1,800 in the current 25/26 fiscal year Police Department budget to contribute toward the donation.

Mayor Pro Tempore/Commissioner Wells and Administrator Killion both stated that the annual $10,000 donation to the Country Doctor Museum would be resume in the 27/28 fiscal year budget, depending on Bailey’s financial health and well-being. It was also mentioned that the Budget include a permanent line in it for the Country Doctor Museum so that the museum is never forgotten.

Commissioner Wells made a motion to approve transferring $8,375 in remaining Economic Development/Long-Range Planning funds in the current 25/26 fiscal year budget, generously offered by Commissioner Evans, toward the Country Doctor Museum donation. The motion also included using the remaining amount of $1,801 offered from Police Chief Gelo’s Police Department budget to complete the total $10,000 donation to the Country Doctor Museum in the current 25/26 fiscal year budget. Commissioner Powell seconded. Motion carried.

Mayor Strickland then asked the Board if it wished to proceed into the standard discussion regarding the Proposed 26/27 Fiscal Year Budget for the Town of Bailey. The Board concurred.

Commissioner Evans asked if the Country Doctor Museum Donation would be added as a line item description in the 26/27 fiscal year budget. Administrator Killion said that “Miscellaneous Donations” line-item in the General Fund budget could be replaced with “Country Doctor Museum Donation” after the Board approves the budget and the budget has been activated in the financial software.

Commissioner Evans made a motion to replace “Miscellaneous Donations” in the General Fund budget to “Country Doctor Museum Donation”, and Commissioner Wells seconded. Motion carried.

Mayor Strickland asked the Board if it wished to discuss the Proposed 26/27 Fiscal Year Budget for the Town of Bailey before a vote is made.

When it was apparent that no one on the Board had anything to discuss, Commissioner Bissette made a motion to approve the Proposed 26/27 Fiscal Year Budget Ordinance, and Commissioner Wells seconded. Motion carried.

Commissioner Evans made a motion to adjourn the recessed regular meeting of the Board of Commissioners, and Commissioner Powell seconded. Motion carried.
